As your county commissioner, I am committed to providing cost-effective, quality public services. Every part of our lives is impacted in some way by decisions made in government. Some of the activities impacting our lives on a daily basis are:

  • The roads we use to get to and from work, shopping or recreational activities;
  • The clean water we drink;
  • The environmental standards applied to the air we breath;
  • The education we receive through our public libraries and schools;
  • The benefits to our society received through helping our most vulnerable citizens – children, senior citizens and people with developmental disabilities or who are mentally ill; and
  • The sense of security we feel because of law enforcement and our judicial system.

I am a proven leader in innovative and collaborative projects, such as the following efforts detailed in my issue papers:

As your county commissioner, I will continue to seek out innovative ways to do more with less in this time of tight budgets and increased needs. I respectfully ask for your support.



Biography

Ramsey County Commissioner Victoria A. Reinhardt

PERSONAL HISTORY:

  • Age 55. Born in Hastings, Minnesota on June 30, 1953.
  • Married to James Patrick "J.P." Barone, a Minnesota Assistant Attorney General, on October 25, 1991.
  • Two sons: Michael and Erich.
  • Single mother from 1985 to 1991.
  • Publicly recognized for personal experience and professional advocacy for overcoming domestic abuse.

EMPLOYMENT EXPERIENCE:

  • 2006 - current - Chair of the Ramsey County Budget Committee
  • 2004 and 2005 – Elected by peers to be the Chairperson of the Ramsey County Board of Commissioners.
  • 1996, 2000 and 2004 – Elected and re-elected to the Ramsey County Board of Commissioners representing District 7.
  • 1994 to 2003 – Minnesota Office of Environmental Assistance – recycling, product stewardship and waste and pollution prevention.
  • 1988 to 1994 – Metropolitan Council – recycling and environmental services.
  • 1987 to 1988 – Anoka County – recycling and waste reduction.
  • 1984 to 1986 – Principal Assistant to Ramsey County Commissioner Robert Orth.
  • 1981 to 1984 – NSP (now Xcel Energy) and self-employed – Home Energy Auditor.
  • 1979 to 1981 – Law office – Office Manager.
  • 1973 to 1977 – Sperry Univac (now Unisys) – Assistant Cost Analyst.
  • 1972 to 1973 – Hastings State Hospital – Account Clerk.

COMMUNITY ACTIVITIES:

  • Ramsey County Board Committees, and over 20 community boards and commissions.
  • School District 624 and Lincoln Elementary School – Past president of P.T.O., Fundraising chairperson, Excellence in Education Committee member, liaison to Boy Scouts of America, Spelling Bee Program originator, and Parent Network member.
  • City of White Bear Lake – Past chair of the Recycling Advisory Committee and spokesperson on the White Bear Lake recycling video.
  • Ramsey County – Prior to 1996 election to county board – Volunteer member on the Ramsey County Capital Improvements Projects Citizen Advisory Committee, and Ramsey County Strategic Planning Commission.
  • Great American History Theater – Past Board of Directors member.
  • White Bear Center for the Arts – Board of Directors member for three years.
  • Labor Activities – Past Steward and President of AFSCME Local 839, Council 14, delegate to the St. Paul Trades and Labor Assembly and AFL-CIO, AFSCME and MAPE conventions.
  • Greater St. Paul YMCA - Board of Directors member.

EDUCATIONAL BACKGROUND:

  • Doctorate of Public Administration in 2007 from Hamline University - An Ounce of Prevention: Taxpayer Costs Avoided through Preventing Crime.
  • Received Master of Business Administration in 1999 from Metropolitan State University.
  • Received Bachelor of Arts degree in Business in 1996 from Metropolitan State University.
  • Graduated from Hastings High School as an honor student in 1971.

RAMSEY COUNTY REPRESENTATION:

  • Chairperson of the Ramsey County Board of Commissioners Budget Committee, Vice-chair of the Legislative Committee, Public Works, Parks and Solid Waste, and Public Safety Committees; and member of the Human Services Committee.

    • MetroGIS (Geographic Information Systems) Policy Board Chairperson; Appeared before a Congressional Sub-committee; Speaker at national GIS forums.
    • Minnesota River Board member.
    • Appointed by Governor to the Governor’s Council on GIS; Chair of the Strategic Planning Committee.
    • Ramsey/Washington Counties Resource Recovery Project Board Vice-Chairperson.

    • Former member of the Metropolitan Transportation Advisory Board, Metro Economic Development Partnership, National GeoData Alliance Board of Trustees, Metropolitan Mosquito Control District Board and Suburban Ramsey Family Collaborative.

PROFESSIONAL ENVIRONMENTAL ACTIVITIES:

  • Testified before the New York City Council on electronic-waste legislation.
  • America Recycles Day in Minnesota – Co-chair for three years.
  • Recycling Association of Minnesota (RAM) – Founding Board of Directors member, Chairperson from 1989 through 1991.
  • Minnesota Waste Education Coalition – Past chairperson.
  • National Recycling Coalition – Representative of RAM on the State Recycling Organization Council, and speaker at National Recycling Congresses.
  • Solid Waste Association of North America, Association of Recycling Managers, Minnesota EarthDay Network, and other environmental organizations.

LEADERSHIP AWARDS:

  • 2005 Outstanding Alumni of the Year - Metropolitan State University.
  • Named "One of the 25 Most Innovative Women in the Twin Cities" by CityBusiness.
  • National Leadership Award awarded by the Reusable Pallet and Container Coalition.
  • Earned a Minnesota Environmental Achievement Award (MNGREAT!).
  • Received the Bruce Vento Award for Distinguished Service from the Minnesota Coalition for the Homeless.
  • Honored by the Association of Minnesota Counties as an innovative leader for outcome-based, program-area budgeting.
  • Received the Metropolitan State University Community Service Award.
  • Named "One of 30 Women of Vision" by Metropolitan State University.
